Yes, the latest version is compatible with Windows 10. I've downloaded the installer and continued with the installation on Windows 10 64bit. There were no errors.
Just make sure that when you install you select "Run as Administrator" after right-clicking on the setup package.
Unfortunately, VBsedit doesn't support SVN implementation using the built-in features, but if you have the necessary knowledge you can build the code and call the SVN tool externally using the SHELL command.
